In its 2007 report, the Intergovernmental Panel on Climate Change (IPCC) identified mountain areas as particularly sensitive to climate change. The Community of Work of the Pyrenees (CTP), well aware of the challenges and the decisive role it plays in the Pyrenean massif, decided to establish in this area a framework of shared actions in the Pyrenees massif. In its 2009-2011 action plan, it launched the Pyrenean Observatory on Climate Change (OPCC).
